Harugumo is a massive target that doesnt handle particularly well and can have her engine and guns knocked out relatively easily. Reload doesn't make up for that time when the target appears unexpectedly and you miss the shot or get off a less efficient shot because it took you time to traverse. The current Shimakaze can already be placed in the "pure torp specialist" role among the T10 DDs, and this upgrade does not change that in any way. I took the time to grind it out and in my opinion, it is NON VALUE ADDED....  What a waste of time.... 

Even if you have to traverse your torpedoes a lot, it's still worth taking the module since the reload time makes up for that time that you spend turning your torpedo tubes. The former two lose that rear tube so easily I dropped TTM3 on both and even then its not too uncommon for them to be knocked out.

You have to play Shima in a particular way to make it work, and I don’t like sitting back at max range and tossing torps to see what hits. My torp tubes get knocked out constantly wasting reload time.. Not destroyed often that's true.. You can still scout enemy DDs and contest caps just fine as long as your torpedo tubes are turned towards the enemy.

but the turret would not move fast enough before the monty at 5k killed me. It has no downsides. Using the shorter range torpedoes has the upgrade trading speed and damage for detect range... which increases chances to hit with multiple torpedoes which in turn compensates for the lowered damage. Asashio is not the better ship.

The ship it constantly vies for last place with, Gearing, gets an actual upgrade out of its legendary. You lose way too much flexibility for the 10% reload. Read recent WoWS news and announcements.

Discussing the Legendary module for Shimakaze, provides faster torpedo reload with different traits from the universal module. Gearing and Yue Yang are the worst I find when it comes to module damage, followed by Harugumo and Grozovoi. Grozovoy is actually mission killed the easiest. You do realize that NOT equipping the upgrade means the current shima remains as it is no? If I remember correctly a little over a year ago the IJN torp boats got a hp boost to their torp tubes to decrease how often you lose them.

Indeed, given that the tubes are incapacitated at an insane rate as is, it basically means if you get detected you are going to either be forced to waste your damage control to keep  your tubes from being destroyed, or you are going to lose them. (12s with ASM1 in slot 3) Just because you have a history of worshipping the 20km torps so much does not justify this proposal. Say the devs listened to your proposal and changed Shimakaze's legendary upgrade to what you proposed.

Its a joke. OP has to be trolling, this is by far the strongest legendary upgrade in the game, it's not even a side-grade. It has no downsides.

it doesnt just counter it, it becomes even stealthier than shima..and it has BETTER torpedoes and BETTER guns and BETTER HP. This proposal doesn't turn Shimakaze into a "pure torpedo specialist", it turns her into an absolute joke of a T10 DD (even more that what some people claim Shimakaze currently is), and even T2 Umikaze can do better than her if Umikaze will be put at T10.

I hope they fix it but on the Shima for me as is was a waist of time.
